National Institute on Alcohol Abuse and Alcoholism’s

3-In-1 Prevention Framework for Institutions of Higher Education

The NIAAA conducted an extensive review of research studies evaluating prevention initiatives being implemented on campuses.  They devised a three tiered system of effective campus prevention programs that operates at three levels

The NIAAA categorized campus prevention programs as follows:
  • Tier 1:  Programs that have been proven to be effective in reducing substance abuse or violence in college students
  • Tier 2:  Programs that have been proven effective with non-college student populations, and are likely to be effective with the college student population.  More research is necessary to substantiate or dismiss this assertion.
  • Tier 3:  Programs that demonstrate promising results in reducing substance abuse or violence among college students, but again, more research is required to substantiate these as effective interventions with college students.
  • Tier 4:  Programs that have been demonstrated to be ineffective in reducing substance abuse or violence among college students.

The three levels of operation refer to the program setting or domain that the program addresses.  These three level are:
  • The individual student level
  • The student population as a whole
  • The campus and surrounding community environment

The NIAAA has found that campus prevention efforts must be comprehensive in nature, meaning that programming should simultaneously occur at all three levels of operation to ensure a comprehensive and effective prevention initiative.
